Since 1989, Urban Design Associates has served as urban design consultants for Norfolk's Downtown area. Published in 1990 with an update in 1997, the Downtown 2000 Plan identified a series of strategic initiatives that were developed through a public process. The Plan integrates an urban shopping center, a college, a mixed-use residential and retail development, an electric transit system, and a baseball stadium. This ongoing process of defining urban character and providing public frameworks of urban streets and public open space continues to attract a diverse mix of new uses into the Downtown, creating a "24-hour" city.
