Portsmouth is a city with an extraordinary sense of history and an extensive waterfront. The Vision 2005 Plan builds on these two assets by linking new development to the waterfront and creating a series of places that enhance and continue its legacy of historic architecture. The Plan calls for simultaneously redeveloping four key areas in a phased program that combines public and private investment. The four key areas of Portsmouth are Midtown, Scott’s Creek Education Center, Effingham/Elm, and the east Waterfront.
   The planning process involved hundreds of people from all parts of the community and was widely covered by the local media. It gained unanimous support from City Council and is strongly supported by local citizen organizations. The images of the Plan are now a key part of the City’s economic development marketing program. A new inlet, High Street Landing, helped set the stage for the new Renaissance Hotel and Waterfront Conference Center.
