UDA is preparing a Master Plan for the Minneapolis Community Development Agency for the historic Mills District on the Mississippi River in Downtown Minneapolis. The elements of the development program include loft housing in historic mill buildings, new residential mixed-income development, related retail, a baseball stadium for the Minnesota Twins, light-rail transit, parking, Mill Ruins Park, jogging/bike trails, entertainment development in the historic Milwaukee Road Terminal and Freight Buildings, and new hotels.
   Downtown Minneapolis has been cut off from the Mississippi River by flour mills and grain elevators, now mostly gone or vacant. In public forums and in a design charrette, citizens, adjacent neighborhood organizations, and major Downtown stakeholders worked with UDA to develop urban design principles that connect the Downtown to the riverfront to create a new mixed-use district in the City.
