The East Baltimore Comprehensive Redevelopment Plan has established a means of revitalizing several distressed neighborhoods through the development of a biotechnology research complex adjacent to the Johns Hopkins Medical Center.
   The master plan was developed in a collaborative process led by the mayor and involving the neighborhoods, the City, the business community, and the hospital. This process made it possible to overcome a century of hostility between the hospital and the neighborhoods. For many years the neighborhoods have suffered from disinvestment, dramatic loss of population and businesses, drug trafficking, and violent crime. The hospital had become a fortified complex (known locally as Fort Hopkins) which, because of its land acquisition for various expansion plans, was perceived to be the cause of the neighborhood’s problems. The plan is organized around a series of initiatives, each of which will be coordinated with the others in every phase of the development:

Surrounding Neighborhood Initiatives · Start by implementing key initiatives in surrounding neighborhoods in order to create relocation units, to build on existing strengths and to improve the area’s image.

Compatible Biotech Center · Construct the biotech center in a number of phases at a scale that is compatible with the adjacent residential neighborhood.

Residential/Biotech Seam · Construct a residential edge of new townhouses and apartments to buffer the neighborhood from the biotech center.

Middle East Neighborhood Transformation · Rebuild and revitalize the Middle East neighborhood using a series of flexible block designs to preserve existing historic buildings while accommodating new construction on existing blocks.

Green Corridor · As part of a larger frameworks plan, clean up the Amtrak/MARC rail corridor and create locations for institutions, businesses and parks.

   The Comprehensive Redevelopment Plan won two national awards this year: AIA National Award and Congress for the New Urbanism, 2003 Charter Award.
