Westbury, a new mixed-income neighborhood located on 41.4 acres, replaced a dilapidated housing project in Portsmouth, Virginia. The housing project, at odds with the surrounding neighborhoods, consisted of dense, barracks-style buildings that were never modernized. Its street patterns, infrastructure and utilities were obsolete and unsafe.
   The Master Plan calls for replacing the 650 public housing units with 424 new houses in order to reestablish connections to the surrounding neighborhoods. A network of tree-lined, pedestrian-friendly residential streets was designed to make the neighborhood more inviting. A series of small neighborhood parks and a new public park were added to provide desirable new recreational amenities to the community. By integrating storm water management facilities into the public park, a series of lakes and managed open spaces was also created.
   In keeping with the goals of the HOPE VI program, a variety of building types, both rental and for-sale housing units, are intermixed throughout the neighborhood, creating appeal to a broad spectrum of residents. Single-family detached houses, duplex houses, three-unit attached houses, six-unit apartment buildings, and attached cottages for seniors accommodate an array of household sizes, income levels, life stages, and style. Units designated for families receiving public housing assistance are virtually indistinguishable from market-rate rental units to eliminate the isolation commonly experienced by very low income residents. Furthermore, the architectural character of the buildings designed for Westbury draws on historic precedents found in the historic Olde Towne District and surrounding neighborhoods, giving the new neighborhood a natural sense of belonging within its environs.
   Development, which began in the summer of 2000, has been occurring in phases. Each phase creates a series of intact places before moving on to the next phase and the next series of addresses. Phase III commenced in 2004; 278 houses, typically ranging in size from 1,100 to 1,500 square feet, were built during Phases I and II.
