Led by Urban Design Associates and a team of consultants, the City of Shaker Heights undertook a planning study to find ways to revitalize Shaker Heights’ two retail districts and to expand the City’s housing options. Broad-based public participation enabled the City to achieve stakeholder consensus regarding the plan and the goals it sets forth for the community’s future. The Shaker Town Center area, one of the two retail districts addressed in the plan, suffered from failing shops and streetscapes hostile to pedestrians. By improving the pedestrian areas and providing a strategy for adding residential developments and new retail buildings, the plan has succeeded in attracting developers and construction is now underway. For the second retail area, larger scale redevelopment has been proposed in order to integrate new transit construction with mixed-use buildings.
