The Randolph urban
renewal plan established a pattern of streets, open space,
and development parcels that created a series of comfortably
scaled neighborhood streets in character with Richmond’s traditional
neighborhood streets. The Plan established lot sizes, setbacks,
street cross sections, and general design criteria for the design
of facades of the houses that were to be built along the neighborhood
streets.
In order to simplify the implementation process, a Pattern Book
was developed to provide more detailed designs for the facades
of the houses based on historical precedents in Randolph. Standard
elevations and wall sections could be used as part of the Building
Permit application. Developers agreeing to build the facades
and use the site plan and landscape recommendations in the Pattern
Book would simplify the Redevelopment Authority’s approval process.
