TRANSFORMATION
The barracks-like buildings of Cotter and Lang public housing projects set them apart from the adjacent neighborhoods.
   The first new houses line the new curving parkway with front lawns and porches. Future phase construction includes a separately funded program of street trees and ornamental planting for the central parkway, designed as an extension of Olmsted’s parkway system in Louisville.
